Federal Renewable Electricity Standard (RES): 

On March 14, 2003, Representatives Udall (D-NM), Udall (D-CO), and Leach (R-IA) introduced HR 1294, a Renewable Electricity Standard (RES) bill that requires utilities to generate 20 percent of their electricity from clean renewable sources by 2025.  This stand-alone bill currently has 25 cosponsors.  House Energy and Commerce Committee began markup of the energy bill yesterday.  Rep. Pallone (NJ) is expected to introduce an amendment to include an RES in the bill.  Oregon residents are encouraged to ask Rep. Walden to vote to include a strong RES in the energy bill in any committee or floor vote.  

Senator Jeffords (I-VT) is working to craft a similar stand-alone RES bill in the Senate.  The Senate Energy Committee will soon debate a new energy bill.   Since Senator Smith may cast the deciding committee vote, he will face tremendous pressure from RES opponents to reverse his support for the standard.  Oregon residents are encouraged to urge Senator Smith to support an amendment in committee to insert a strong RES into the bill and to cosponsor the Jeffords RES bill.  The Senate Energy Committee will begin markup of the electricity title of the energy bill on 4/22 or 4/23, so calls and letters to the Senator’s office should be placed within the next couple of weeks. 

 Federal Small Wind Investment Tax Credit (ITC): 

Recently Reps Cole (R-OK) and Carson (D-OK) introduced HR 790, a 30% tax credit for small wind systems up to 75 kW.  Representative Jennifer Dunn (R-WA) has been asked to cosponsor this legislation.  Rep. Dunn has also been asked to request that House Ways and Means Committee Chairman Thomas include small wind in HR 4, the energy bill, by adding small wind to Section 3103, the 10% tax credit for fuel cells.  The Senate energy tax package includes a 30% credit, capped at $2,000 per system.  House Energy Bill Flyer

Received 2-18-2003:  Read: the New Apollo Project

Representative Jay Inslee is putting forth the New Apollo Project.  The New Apollo Project is a bold initiative for a national commitment to major investments in new renewable energy and conservation technology deployment and research, while also calling for conservation and renewable energy production equivalent to the amount of energy we import from OPEC nations. Inslee argues that such an initiative would invigorate the economy based on renewable energy and conservation technologies like the Apollo project did for computer and communication technologies. He wrote an op-ed in the Seattle PI a few weeks ago and is trying to garner support throughout Congress for this initiative.
